A proposed skateboard park with an off-road vehicle track will cause noise and traffic problems that would be detrimental to the neighborhood, say some residents of the West Main Street area.
While they intend to oppose the proposal at Thursday night's Zoning Board meeting, one of the developers of the project has said there is a need for this type of recreational facility in the city.
Paul R. Porreca Jr., of Millville, also said at the last board meeting and reiterated Monday night that the project would benefit city and county residents.
While parks and playgrounds are permitted in an agricultural conservation zone, referred to as an AC zone, motorized vehicles such as ATVs (all terrain vehicles) and motor bikes are not permitted, city Zoning Officer Tom Ayres said.
Ayres explained Tuesday that a use variance would have to be approved by at least five of the seven board members. If approved, the applicant, officially listed as AAV L.L.C., would have to present a site plan at a future meeting.
The property at 2332 W. Main St. consists of close to 35 acres.
Area resident Jan Thomas describes the site as "prime fields and forest," while Porreca describes it as a "vacant overgrown field/farm and woods."
In a letter to her neighbors, Thomas stated, in part, "Mr. Paul Porreca, a real estate agent, and Mr. Lou Volpe, a Vineland developer, are seeking to establish a 'park' ... but not a park in the customary sense of the word. Their idea of a park is a skateboard park with an off-road vehicle track (dirt bikes, ATVs, bog and dune buggies). This doesn't seem to fit the zoning."
Thomas stated that the entrance would be directly across from the boarding and riding stables on Route 49.
"It appears that both the Tedesco and Winkie properties will be combined to be used for this 'park,' " she said.
Thomas suggested that neighbors who have questions about the project call the city Zoning Office, and she strongly urged them, whatever side they are on, to attend Thursday's meeting to become informed on what is planned for the neighborhood.
Katrina Wilson, who lives directly across from where the project would be located, is the owner of Quartermill Farm. Wilson said she opposes the proposal because of the noise level of an off-road vehicle track and the traffic to get to the site.
"I also fear that some of the people might use four-wheelers and dirt bikes on our properties," Wilson said.
Wilson said that an informal group meeting of the neighbors was held on Sunday and they hope the people in the area will attend the board meeting. Residents of West Main Street, Bethel Road, Carmel Road and Smith Road are involved in the group.
Porreca said there is a need for what he described as the permitted uses, such as a park for skateboard, bicycle motorcross, playground and remote control car track, as well as for the off-road vehicle course, which would require a variance.
"There will be many benefits to the community and no detrimental effects," Porreca said. "The AC zone is the logical zone to allow this use as a large area is needed. The surrounding area contains several recreational and commercial uses. The area is buffered from the residential use.
"There are few, if any, other economically viable uses for the property," Porreca said.
At the September Zoning Board meeting, the board discussed at length the interpretation of the word "park" and whether Porreca's application would fit the interpretation.
After wrestling with various concepts of what a park is, the board unanimously approved a motion of Vice Chairman James Reeves that the particular items listed in Porreca's proposal, except for motorized vehicles, fall into the definition of a park.
It was emphasized, however, that the action taken was not an approval or disapproval of the proposal, but an interpretation of whether the proposal fits the word "park" in the ordinance.
